If a political community agreed to legalise cannibis, it would be helpful if the drug were no longer consumed in its current form. If marijuana could be provided in a puffer, liguid, or pill form, it wouldn’t be such a policy conundrum. Aside from other geopolitical restraints of a given political community, the last true barrier to legalisation is that marijuana smoke often imposes itself on non-participants, unlike alcohol or harder drugs which many scientists argue are more harmful. Unlike tobacco, cannibis changes the mental state of its user in a dramatic way therefore secondhand smoke unfairly effects the freedom of non-participants. The costs of producing marijuana in the above form may be high but in the long-term it will be a win-win proposition.
